19.4 billion! 4GW! Another large-scale wind and solar project signed in Inner Mongolia

March 10, 2025

On March 7, Inner Mongolia Junzheng Energy and Chemical Group Co., Ltd. issued an announcement on the signing of the "Alashan Wind and Solar Hydrogen Production and Green Energy Integration Project Strategic Cooperation Framework Agreement".

The announcement pointed out that after friendly consultation, the Alxa League Administrative Office and Junzheng Group decided to rely on the rich wind and solar resources, land resources and good industrial foundation conditions of Alxa League, combined with Junzheng Group's coal-fired self-provided power plant blending, shipping industry green fuel demand and capital and management advantages, to invest in the construction of wind and solar hydrogen production and green energy integration projects in Alxa League.

The Alxa wind and solar hydrogen production and green energy integration project will be implemented in two phases, with an estimated investment of 2.48 billion yuan in the first phase and 16.88 billion yuan in the second phase, with an estimated total investment of about 19.36 billion yuan. The project plans to build a 4.03 million kilowatt wind and solar power generation project, including the construction of a new 1.5 billion Nm3/a water electrolysis hydrogen production unit, 300,000 tons/year of green methanol and 600,000 tons/year of green synthetic ammonia and green replacement projects for traditional industries.

According to public information, Inner Mongolia Junzheng Energy and Chemical Group Co., Ltd. (abbreviated as: Junzheng Group, stock code: 601216.SH) was established in 2003 and listed on the Shanghai Stock Exchange in 2011. It is a key energy and chemical enterprise in Inner Mongolia Autonomous Region.

The company focuses on the "coal-electricity-chemical" circular economy industrial chain, and its business covers three major sectors: energy and chemical, chemical logistics, and green energy. It has core product production capacity such as polyvinyl chloride (PVC), caustic soda, and ferrosilicon. In recent years, Junzheng Group has actively promoted digital transformation and green transformation, and gradually upgraded to low-carbon and intelligent directions through measures such as the technical transformation of self-provided power plants and the layout of new energy projects.

Junzheng Group's new energy strategy focuses on "photovoltaic + wind power". As early as 2023, Junzheng Group, with its wholly-owned subsidiary Ordos Junzheng as the investment entity, built a new 450MW photovoltaic power generation project in the Mengxi High-tech Industrial Park of Etuoke Banner, Ordos City, Inner Mongolia, and connected to the grid for power generation at full capacity in November 2024. After the completion of the Alxa wind and solar hydrogen production and green energy integration project, the company's green power installed capacity will leap to the forefront of private enterprises in Inner Mongolia, providing low-cost electricity guarantee for hydrogen energy production.

In terms of performance, in the first three quarters of 2024, Junzheng Group's revenue was 18.39 billion yuan, a year-on-year increase of 30%; net profit was 2.24 billion yuan, a slight increase of 2.92% year-on-year; mainly affected by fluctuations in chemical product prices and rising energy costs. However, the company has sufficient cash flow, and as of the end of the third quarter of 2024, the monetary funds reached 5.83 billion yuan, providing financial guarantee for the project.
